THE STATE EDUCATIONAL GERIATRIC CENTER In 2005, Verkhovna Rada (the Parliament of Ukraine) together with the Ukrainian Ministry of Health and with the assistance of the UN Programme on Ageing established the State Geriatric Training Center (SEGC) as a part of the National Medical Academy of Post-graduate Education. The Institute of Gerontology of Ukraine was designated as a base for the Center. In its work SEGC is using a long term expertise and experience of the Institute of Gerontology. The goal of the Center is to develop and implement educational programmes for medical and social workers, and volunteers working with older persons, including in the area of elderly care, and to facilitate collaboration of government institutions with non-governmental and religious organizations. SEGC works in collaboration with the Committee for Retirees and Persons with Disabilities of the Ukrainian Parliament, the Ukrainian Ministry of Health and the Ministry of Labor and Social Policy, as well as with other governmental and non-governmental organizations. The Center coordinates work on multidisciplinary geriatric training programmes of medical school’s professors, students, medical and social workers, volunteers, and civil servants. It also oversees the development of physical and psychological rehabilitation programmes for older people, their families and social and medical workers who work with them. The Center organizes training courses, participates in international educational projects and coordinates publishing of training materials. The admission to the SEGC programmes is based on applications from state and non-governmental institutions and private citizens. After completion of the course students are receiving state certificates. In 2008, 339 students (medical doctors, medical colleges’ teachers, nurses and social workers) completed training at SEGC. During 2005-2007, the Center, in cooperation with the United Nations Population Fund, the Ukrainian Fund of Social Investments and the International Charity Organization CARITAS Ukraine, conducted 10 seminars for social workers and leaders of volunteer organizations from various regions of Ukraine. SEGC organizes national and international conferences and seminars for governors, state and non-governmental organizations to coordinate complex approach to dealing with the issues that concern older persons. In 2006, together with the Committee for Retirees and Persons with Disabilities of the Parliament and the UN Programme on Ageing, SEGC conducted seminar on “Legislative approaches to the process of aging of Ukrainian population”. SEGC participates in international projects. For example, the project with MATRA focuses on developing new programmes for geriatric education and improvement of different levels of medical and social care for older people. Within the project, SEGC runs a pilot component on “Seamless Elderly Care – Creating Kyiv Geriatric Volunteer Information Center”. This component aims at establishing a single source of information about services provided to older people; developing and implementing educational programmes for medical and social workers, and volunteers in the field of elderly care; improving the involvement of older people in voluntary work; and coordinating cooperation and communication between public, private and voluntary providers of care for older people. SEGS also plays an active role in the research programmes of the Ukrainian Institute of Gerontology. The Center collaborates with national and international governmental, public and religious bodies on the development of new approaches and methods for standardizing multi-level education for medical and social workers and general public.
