after P.L.Shupyk performed important publishing activities
including 10 textbooks, 51 educational manuals, 3 reference books
and 2 guidelines authorized by the Central Methodological
Department of Higher Medical Education of the Ministry of Health of
Ukraine, the Ministry of Education and Science.

Teaching and teaching-methodological manuals
were created in hematology, dermatovenereology, nephrology,
medico-legal expertise, otorhinolaryngology and pediatric
otorhinolaryngology, dentistry, pediatrics etc.
In 2006-2007, the specialists of the Center of
Distance Education in cooperation with the staff members of the
Department of Medical Informatics improved the principles and
technologies of formalization, knowledge transmission and
monitoring, didactic techniques of distance education, development
of technological equipment and soft ware which provided required
conditions for effective implementation of distance education
elements in postgraduate medical education.
The Center technological equipment provides
the possibility of transmitting and obtaining teaching information,
multimedia presentations and “live” video-image both by ordinary
land Internet channels both by high quality satellite channel.
The activity of the Center meets new
requirements appearing in the context of Ukraine integration into
Bologna process. The Center offers progressive forms of performing
both separate lectures and important parts of courses of Topical
Advanced Training and Precertification training courses.
On 15–16 February 2007, a Scientific and
Methodological Conference with international participation
“Problems of Continuous Professional Development of Physicians and
Pharmacists” was held in NMAPE named after P.L.Shupyk. Owing to
developed innovation technologies a videocommunication with 5
higher educational institutions of Ukraine, 4 regional health care
centers, 2 diagnostic centers, 2 establishments of National Academy
of Sciences of Ukraine as well as with the studio of International
Medical Programs Inc. (New York city, USA) was performed.
On 15–17 March, a distance scientific and
practical conference with international participation “Current
Issues of Distance Education and Telemedicine” was held by NMAPE
named after P.L.Shupyk in cooperation with Zaporizhia State Medical
University.
In May, for the first time, a full time and by
correspondence course in dentistry with elements of distance
education for stomatology specialists of Zakarpattia region was
held.
Within the frame of the course a distance
knowledge monitoring of trainees was performed at the beginning
(entrance) and the end (exit) of the training course. Conducted
entrance monitoring allowed one to identify the trainees, real
knowledge level, to distribute them into homogeneous academic
groups, to focus teachers’ attention on more actual and problem
specialty issues as well as to familiarize oneself with and to
overcome indetermination regarding technological problems of
testing (namely: the principles of the program work, adaptation to
the form of presentation of questions and answers etc.)
Nowadays, scientific work on the development
of unified platform for holding teleconferences in cooperation with
american specialists is being performed.
Realizing Bologna declaration regulations in NMAPE named
after P.L.Shupyk
National Medical Academy of Post-Graduate Education named after
P.L.Shupyk of the Ministry of Health of Ukraine has started
organizational, informational and methodological activities for
improving educational process and putting it in conformity with a
credit-transfer system of organizing education at higher schools
(ECTS — European Credit Transfer System) admitted by numerous
European counties in order to implement the decree of the President
of Ukraine of 17.02.2004 N100/2004 "About measures for
improving the system of higher education in Ukraine", the
order of the Ministry of Education and Science of 23.01.04 N49
"About approval of measures for realizing Bologna declaration
regulations in the System of higher education and science of
Ukraine for 2004–2005", the order of the Ministry of Health of
Ukraine of 22.03.2004 w 148 "About measures for realizing
Bologna declaration regulations in the system of higher medical and
pharmaceutical education", the resolution of the Board of the
Ministry of Health of Ukraine of 12.05.04 N5 "About further
measures for improving the activities of higher medical
(pharmaceutical) schools and institutions of post-graduate
education", the order of the rector of NMAPE, Associate Member
of the Academy of Medical Sciences of Ukraine, Professor
Yu.V.Voronenko of 15.04.2004 N761 "About realizing Bologna
Declaration regulations in training post-graduates and masters in
medical and pharmaceutical specialization", with the purpose
of approximating international requirements for professional
training of specialists at a post-graduate period of higher medical
education.
ECTS implementing will create conditions for
realizing a free choice of individual educational trajectory which
is determined by an individual curriculum, which is extremely
important for completing the full higher medical (pharmaceutical)
education taking into consideration a definite direction of future
professional activities.
A plan of measures for implementing Bologna declaration
regulations in organizing a teaching and learning process at the
NMAPE departments has been approved and it is being
realized. A scientific-methodological seminars devoted to the
issues of implementing educational credits (ECTS) and credit-module
organization of teaching process. A rubric "Bologna process in
medicine" has been open in the library card indexes. A
Thematic literature exhibition "Bologna process and
post-graduate medical education" has been organized.
A seminar "Evidence-Based Medicine and Bologna
process" was held, where Professor O.P.Mintser
delivered a lecture. The development of evidence-based medicine
methodology is in progress: special sections at annual conferences
“Information technologies in public health and practical medicine”
devoted to the problems of family medicine were organized; an
Advanced Training Course in evidence-based medicine was held where
51 specialists were trained; scientific popularization of
evidence-based principles is being widely carried out through the
newspaper “Vashe zdorovye”, medical journals, at courses conducted
in other institutions.
Proposals regarding a multilevel system of medical education
improvement in Ukraine have been elaborated and presented to the
Central Methodological Board for higher medical education of the
Ministry of Health of Ukraine with the participation of the NMAPE
problem-research laboratory for the issues of post-graduate
education of doctors in boards Bolona process.
Propositions concerning a distance education in
the system of post-graduate education as well as curricula of
topical advanced training of teachers have been elaborated:
"Distance medical education" and "Organization of
distance pharmaceutical education". In conformity of the
rector of the Academy of 25.01.2006 #107 according to the
resolution of joint meeting of the Conference of staff members and
the Academic Board of the 18.01.2006, Protocol №1 regulations on
scientifical, educational, methodological Centre of distance
education of NMAPE were approved. For the first time in Ukraine, an
Advanced Training Course “Basics of theory and methodology of
professional education” for professors and teachers from
Zaporizhzhya were carried out; in comformity with the EC Project, a
distance monitoring of knowledge of managers of public health
establishments concerning current issues of modern management was
conducted; a standard platform for using TV channels in order to
transmit informations was developed. By the Department of Medical
Informatics one-month advanced training courses "Distance
medical education" carry out.
The working-out of methodological materials on further
reformation of continuing professional education of physicians and
pharmaceutists is in progress. In that direction, there
were worked out: a conception project of postgraduate medical
education and continuing professional development; a status project
on continuing professional development and certification of
doctors’ professional competency; a status project on the
department where interns are trained; a status project on clinical
base for intern physicians’ traineeship, curricula and syllabi of
Adwanced Training courses for professional and teaching staff of
higher medical schools and managers of public health system;
“Continuing medical education of physicians and pharmaceutists in
the context of Bologna process” (78 academic hours); “Basics of
theory and methodology of professional education” (1 month).
Novel developments, major directions,
achievement in methodological activities
Advanced training courses for
professorial-teaching staff “Higher Medical Education and Bologna
Process” for teachers of postgraduate educations institutions were
held at the NMAPE named after P.L.Shupyk in 2005.
These courses are conducted according to a
curriculum and a program approved by the Ministry of Health
of Ukraine. For adaptation of this program to requirements
for postgraduate education, a curriculum and a program for Advanced
Training course “Continuing Medical Education for physicians and
pharmaceutists in the context of Bologna Process” were developed by
the Department of Medical Informatics (subdivision of pedagogics
and psychology) (the course is designed for 78 academic hours).
The performance of corresponding courses is
planned in 2006 as well.
In addition, a curriculum and a program for
the coursed Advanced Training “Basics of Theory and Technology of
Professional Education” (1 month duration) were developed by the
Department of Medical Informatics (subdivision of pedagogics and
Psychology).
The program is formulated according to a
module – credit principle in conformity with the requirements of
Bologna process (for faculty members of higher medical schools and
managers for health care system).

Implementing principles of distance
education
For the first time, in Europe, a séance of
distance education concerning the problems of diagnosing and
treating tuberculosis with the participation of scientists and
specialists from the USA, Slovakia, Poland and Ukraine has been
conducted. Ukraine was represented by the specialists of the NMAPE
named after P.L.Shupyk and Zaporizky State Medical University,
Institute of Phthisiology and Pulmonology of the Academy of Medical
Sciences of Ukraine.
